Moughas is undeveloped due to its backwater location. The population is only the second generation of colonists, all of whom live in an underwater city close to the world’s equator.

Moughas was settled some thirty years before by refugees from Feri (2005 B384879-B), fleeing the continuous wars that raged between the hundred of states. The group consisted of pacifists, intellectuals, persecuted ethnic and religious minorities and others tired of constant strife and disorder – all seeking away of the planets. Coming together, the leaders approached the Imperial Ministry of Colonization seeking an Imperial warrant to settle Moughas, which was duly approved. Selling up, the group moved off world over five years. The granting of the warrant of settlement to the dissidents greatly angered the various nations and which laid the seeds for another world war between the pro and anti imperial states.
The Moughas system is binary, the primary, an M9V, orbited by Moughas and a secondary far companion, an M-Dwarf, which is orbited by an asteroid belt. Moughas is less than 0.2 A.U. from the M9V, which explains its earth normal climate. The star dominates the sky-line like an angry eye – constantly watching its charge. There is only one other inhabited world

Geography; Despite a molten core, Moughas is geologically un-reactive, tectonic plate activity being quite sedated. The sea is actually quite shallow, with 500m the norm and one kilometre the deepest. The settlement is situated on a ridge that is less than 10 metres from the surface.
Population (860,000): Moughas is a melting pot of humanity, with a diverse range of ethnic groups and a number of non-humans present (mostly Vargr) as well; 87% Human (Solomani 43%, Vilani 12%, Various Minor Human Races – 11%, Mixed 21%), 9% Vargr, 4% Other (including Dolphins and Aslan).
Religion; There are a number of religions on Moughas, thanks to religious refugees making up a large chunk of the colonist pool. This includes worshipers of the ancient Solomani religions of Voodoo, St Elvis, Mordanism and Cloud-Worship, as well as a number of other beliefs, including some Vilani societal cults.
Language; The official language is Anglic, used in government and commerce, but there are a number of other languages in common usage, including Vilani, Swordworlder, Darrian and several minor Solomani tongues. Gvegh is spoken by the majority of the Vargr population and Trokh by the Aslan
History; The Ministry of Colonisation matched the settlers funds and in just three years an underground arcology was blasted out of the bedrock for the first three hundred thousand inhabitants – with two hundred thousand more to follow. Life was tough in the first 15 years – with the majority of effort dedicated to establishing the infrastructure to support the colony – aqua-farms were set up, fusion plants built and the habitat expanded from within. All able bodied members worked in, or supported, the construction, having spent at least 18 to 24 months prior to the trip training or undergoing courses that would give them the vital skills needed for the job (if they didn’t already have them).
It was a Spartan existence, with few of the comforts an average tech imperial citizen enjoyed. But they made the most of it and, due to the higher level of education of the vast majority of the colonists, participation in the arts flourished; plays, music, books, discussion groups on every conceivable topic (the most popular being the TML – The Many Layers – which examines the make-up of society – though suspended many times due the number of bitter exchanges that flared).
Gradually the work on building the colony began to lessen and efforts turned towards the economy instead, business start-ups funded with low interest loans from the central government. However, despite this, exports from Moughas, while varied, are not great in number – the majority of effort still dedicated to maintaining and expanding the arcology.
Government; Moughas is governed by a civil bureaucracy which invites participation at all levels by the populace. Entry into the civil service is open to all, though based on intellectual merit and aptitude testing to determine the best area for that person. Technically speaking, the entire population are members of the civil service as all, no matter their station, must devote one working period (generally 8 hours) a week to government service – again they work in areas where they have applicable skills – this also serves as ‘unemployment benefits’ for those out of work. Full time members of the civil service are except from this for obvious reasons – about 40% of the population are full time civil servants.
The executive is run by the chief speaker of the director’s council – the directors being the heads of the various government departments. Laws are also made by the respective departments, but have public participation at every level – though in practice many laws are based without public involvement – as members of the public simply don’t show up.
The judicial system is non-adversarial, with a judge serving as an investigator who presents his or her findings to another judge for examination – that judge determining guilt or innocence and the appropriate punishments. Fines and community service are the norm for minor crimes, exile for the most serious– grand theft, rape etc. An exile keeps (or given if no money) 2k in cash – the remainder of their on-world assets are seized by the government - and a low berth ticket good for two jumps. Naturally exiles can never return (metabolic scanners in the down-port scan all incoming visitors for such exiles – who, if found, are shuttled back to the SPA Highport). Murderers whose crime did not have any extenuating circumstances (those that do are exiled) are sent to a sealed prison arcology - which provides inmates with sufficient needs to live but little else – for the remainder of their life.
The one aberrant feature of the judicial system is the right to appeal to the Imperial Legate of the world – an Imperial Count. The count can reinstate citizenry to an exile, and recall a murderer from the prison. The count is available for petition for two hours a week when on world (exiles naturally having to put their case electronically from the high-port as they cannot enter the settlement – the transmissions also broadcast on the world’s net so any respondents can make an opposing case).
Taxation; Significantly higher than similar worlds so as to retire off-world debt from the colonisation and because of its higher infrastructure costs.
Defence; There are no armed forces on Moughas. Law Enforcers would assume that role should the need arise. Consequently, there are slightly more law enforcers that one would expect for a world with this population and technology and more tactical response personnel as well. The world generally relies on the SPA high-port cutters to prevent smuggling and the like, though it does maintain 2 cutters of its own – using starmercs to operate and maintain the vessels – in both search/rescue and defense capacities. It has also subsidised a number of armed merchant vessels which can be recalled in an emergency.
- Retired colonists are recognised for their years of service and when reach a infirm age (which varies depending on racial background), are sometimes given bigger quarters with more luxuries, funded by the state.
- All colonists receive emergency training for the event of a bulkhead giving way, flooding etc. This includes the handling of breathing and other survival apparatus and underwater swimming techniques. Every year a colonist has to undergo a day’s refresher training.
- In the early days, all colonists ate at the same time for logistics reasons (and to ensure that all were given or received the same amount – depending on body mass). Consequently while this no longer exists, most people do eat at the same time everyday.
- Several ethnic and societal groups live with their extended families – their quarters all linked together in the same area. This dates back to the colonisation and is considered normal for those groups.
- Cloning is banned on Moughas as the then leaders felt this detracted from the whole point of coming together. The medical facilities in the SPA high-port handles all medical procedures which involve cloning.
